CIG Proclamation on 2008 Lunar New Year: Disintegrate CCP

At the outset of Chinese New Year, CIG proclaims to the Chinese people our 2008 missions and the strategic methods to disintegrate the Chinese Communist Party.

The tyranny of CCP has repeatedly proved itself in blood and brutality that it is a state police organization that has deprived completely people’s political choice; a political Mafia that sustains its totalitarian dictatorship by brutal force and lies; a criminal organization made up of swarming corrupted officials with corrupted power in hand. Even so, in order to minimize the social unrest and limit the casualties of the people, CIG, by proclaiming the Executive Order (1) of President of the China Interim Government, has given CCP an opportunity and ordered CCP to stop the ban on Internet as start and to co-operate with CIG to disintegrate the tyranny of CCP. However, CCP has showed it completely ignores the fundamental interests of the Chinese people, goes against the peoples’ sentiments and commits crimes against heaven’s law. Up to February 7 of 2008, Mr. Hu Jintao (General Secretary of CCP) still acts willfully without opening up Internet ban, which shows CCP' real intention to continue its brutal dictatorship with violence and habitual lies in front of the whole nation. Mr. Hu Jintao has the choice either to resign from the General Secretary of CCP so as to be remembered in history, or bear the legal and political consequences and historical responsibility. Therefore, at the outset of Chinese lunar New Year, CIG proclaims to the Chinese people our 2008 missions and the strategic methods to disintegrate the Chinese Communist Party.

 

I. CIG's 2008 Mission: Disintegrate CCP and End Its Totalitarian Dictatorship

The one-party dictatorship of CCP regime has caused accumulated social conflicts in mainland China and brought the society to an imminent total collapse with high inflation and skyrocketing prices. In recent years, government officials collude with unscrupulous merchants and abuse the state power in appropriating land and snatching private property forcibly and illegally. CCP regime suppresses dissidents and carries out genocide against spiritual communities. Meanwhile, it covers up its bloody criminal records and refuses to open a channel of dialogue on issues like 'Anti-rightists Movement' and the June 4th Tian An Men Square massacre. Last, it ignores the issue on resettlement of ex-servicemen. All these have led to wrath of God and resentment of men. Various social conflicts, not limited to those mentioned above, have confronted CCP regime insurmountable crises in politics, economy, societal control and environment conservation. The collapse of CCP regime is the inevitable consequence of the general outbreak of all these crises.

Political crisis: CCP regime’s political crisis mainly comes from the two major societal groups: workers and farmers. Chinese workers once called 'Advanced leading class' by CCP are driven out of factories that are repossessed by the bigwigs, Communist-turned capitalists. The workers have lost jobs and become a vulnerable group. Chinese farmers once called one side of the 'Worker-farmer alliance' have also become another vulnerable group as their farming land has been forcibly and illegally seized by Communist-turned landlords. These two vulnerable groups take up 80% of the total population of China, together acting as the antithesis of the fundamental contradictory of CCP regime. Not letting go of one-party dictatorship and economic system of dignitary capitalism, the Communist regime is doomed unable to get out of the crisis of the fundamental contradictory it is facing.

Economic and financial crisis: CCP regime's economic crisis comes from the CCP-directed 'bigwig' capitalist market economic system. Under such a system, corrupted government officials use the power obtained through their job positions and ally unscrupulous merchants, plundering the wealth of our society in legitimate names. Additionally, CCP regime has chosen raising GDP index blindly as basic objective of economic policy in order to maintain its control and protect the interests of those dignitaries affiliated with it. Under this economic policy, China ranks No.1 in the world's foreign exchange reserves but dumps cheap goods worldwide. However, China ranks among the backward countries in indexes on living quality, medical care, education, housing, social security and environmental protection for its people. The Communist dignitaries sacrifice the interests of the state, people and even the future generations by pursuing high-gear economic growth for face projects and creating a façade of millennium and harmonic society, which has brought the economic and financial system of mainland China onto the verge of total collapse. For example, sharp increase of foreign exchange reserves has led to rising inflation; the stock market is deliberately set up to trap investors’ funds in order to raise GDP indexes; a façade of booming real estate market thus created has resulted in the stock market bubble, too high a price level of housing that buyers cannot afford, and so on.

The 30-year economic reform boasted by CCP regime is a fake market economy. It is actually a bureaucratic monopoly by Communist-changed capitalists and uses the corrupted authoritarian power as the axis so as to trade power for money, which acts like the agent of the lubricant, together sustaining its tyrannical operation. Such crony ‘bigwig’ market economy controlled by CCP regime has led to extreme polarization of social wealth and rights, created a paradise for the Communist dignitaries and unscrupulous merchants affiliated thereto. Comparably, ordinary people live in relative or absolute poverty. At present, the dramatic change in the international market and the recent sudden snowstorms have exposed the vulnerability of the Communist regime to handle unexpected incidents, which highlights the false economic prosperity and CCP regime's fragile autocratic economy system that might crash at a single blow.

Both China and United States face the same problem of rising price. American government implements 150 billion dollars of tax rebate to stimulate economy, which has won the welcome from American public. On the other side, CCP regime has greatly raised its tax revenue, with the annual growth rate of tax revenue as high as 30%, which is three times the nation’s GDP’s growth rate, thus reducing ordinary people's real income. At the same time, the urban administration agencies set up by CCP regime throughout the country run rampant like the Gestapo, plunder people openly, and treat human lives as trash, provoking rage and protest from people, especially those dispossessed individual peddlers.

Societal control crisis: It has become the crisis of all the crises that CCP regime faces. At a meeting of Central Political Bureau, Hu Jintao repeatedly warned the provincial and municipal officials that improper handling of the social control crises will inevitably lead to the destruction of CCP and the People's Republic of China. CCP regime's dictatorial political system, economic system and dual social system (urban and rural areas and residents) have caused so huge a number of complaints and grievances accumulated over a long period of time that it is unable to resolve, let alone cope with the outbreaks of social conflicts and contradictions that might occur anywhere at any time. Beijing Olympic Games will be the point of triggering an outbreak of all social control crises. Deeply understanding its incapability in straightening them out, CCP regime has announced top ten risks the Games faces and further it may be postponed or cancelled due to public safety issues.

Environmental crisis: CCP has chosen the economic growth model with disadvantages of late development by devastating natural resources in exchange for the temporary high growth rate of economy, bringing China's ecological environment to the brink of collapse. The dry-up disconnection of Haihe River and Yellow River, plus the pollution of Huaihe River and Yangtze River have cut off the 'blood vessels' that have supported the livelihood of the Chinese people for thousands of years ; grassland in Gansu, Qinghai, Inner Mongolia, and Xinjiang has disappeared, leading to constant sandstorms in vast area of mainland China; pollution in air, water and soil is so severe that it has posed a direct threat to the survival of populace.

Faced with so many social contradictions and social crises, CCP regime is neither willing nor able to solve. CIG shall hence obey the Will of God and appease the people by understanding popular sentiment. In this year, our strategic mission is to disintegrate CCP regime and put an end to its rule, and develop measures to address the following (but not limited to) issues: land ownership, relocation and settlement of military ex-servicemen, price hiking and inflation, compensation for anti-rightist victims, repayment for blood debt of June 4 massacre, lots of troubles left over from CCPR-style 'Eminent Domain' of the private housing in China's cities, and so on. In addition, we will initiate 'I want to go home' campaign regarding the exiled 'June 4' students who require entry into mainland China for home visits prior to 2008 Olympics, and the campaign to stop CCPR from persecuting underground church and Falun Gong practitioners.

Some retired politicians and generals as CCP members have realized the consequence of all that crises and they are so worried about that CCPR will lose its reign. They exclaim: 'The tragic situation of the destruction of CCP and the state will arrive quite soon.' Yes, the Chinese Communist Party shall be definitely disintegrated and the 'People's Republic of China' will be replaced by a future China of freedom, democracy, human rights and constitutionalism.

II. 'Civil Revolt' Seplemented with 'Army Revolt'

On the basis of CIG's strategic objective in 2008, we have worked out the corresponding strategic approach: Take 'civil revolt' as the main means, supplement with 'army revolt' when opportunity is mature, and finally secure a 'coup d'etat' to disintegrate CCPR and thus put a close to its reign.

In the past the people in mainland China mostly resorted to the legal channel of various laws and the petition to the higher authorities with a hope of protecting their human rights. However, these two methods just prove a waste of their energy and enthusiasm. CCPR's existing legal system, including police departments, courts, procuratorates, and lawyers, has completely lost its function of upholding justice. And the institutions in charge of petition, so-called 'Bureau/Office of Letters and Calls', simply serve as a guise. Furthermore, CCPR has even set up underground prisons to jail up petitioners illegally. On this account, CIG calls on the petitioners to stop resorting to CCPR's law and appealing to different levels of authorities for protecting their rights. Instead, they should concentrate massive manpower and resources to destroy CCPR's key strategic targets peacefully. This is what 'civil revolt' means.

The key strategic targets of CCPR refer to the party secretaries at the level of county, city and province, as well as the General Secretary. The brutality of CCPR is mainly carried out by the party secretaries at all levels who control the local police, procuratorate and court system and all other resources of the state machinery.

There is a Chinese phrase going like this: 'To catch bandits first catch the ringleader.' Hence our major strategic goal is to peacefully destroy the party secretaries at all levels.

The peaceful destroy refers to concentrating manpower of anti-CCPR protesters or civil rights or human rights advocates in all regions first of all, and then conducting peaceful dun for debts and claim for equity and justice through the following initiatives: admonishment, on-site dialogue, phone calls, posters, investigating and tracking crimes committed, exposure of corruption and scandal, and restricting motion against the major strategic targets. This will make the party secretaries at all levels subjected to the censure of everybody as if besieged on all sides in an isolated and separated status. The pressure exerted on them from the public society will create an environment that no one is willing or dares to work as a party secretary, ultimately preventing all that key targets from functioning or forcing them into resignation. We believe all above are the most effective to give CCPR a whack or even disintegrate it.

According to this strategy, the entire ambitious mission to disintegrate CCPR can be properly broken down into locking limited individual targets, namely the party secretaries as principals at all levels. In the course of this destruction of CCPR by huge crowd of the people, its public security departments, armed police and military troops can poorly function as they will be informed of the truth and persuaded to change their side by the people while they are on duty. Thus, the risk that a single individual faces will be reduced to the minimum. Our 2008 strategic objective is supported by a clearly defined approach, an easy process of operation, and a base of readiness for teamwork. So long as it is successfully carried out in a county or a city or a province, it means the local detachment from CCPR is done. When a province detaches itself from CCPR, the evil reign will fall apart like a one-thousand-mile-long dam destroyed by ant’s nest.

At the outset of Lunar New Year, CIG will enact the 'Guidelines and Implementation Procedures for Disintegrating CCPR Nationwide', using 'Future China Forum (www.futurechinaforum.org)' as a platform to coordinate the entire movement for safeguarding human and civil rights and resisting against the tyranny of CCPR.

At the same time, CIG openly calls on the people who protect their human rights against despotic violence to openly announce their wise decision to quit the CCP. Due to the tremendous number of the rights defenders, there will soon be one million, 10 million or even over one hundred million of them quitting CCP and its affiliated organizations. As a result, CCP regime will be hollowed out. In all regions, the rights defenders and nonviolence advocates are required to widely post slogans and posters favoring human rights to win public support. These two measures will multiply and reinforce the effectiveness of peacefully destroying CCP regime, resulting in a situation of large-scale civil revolts nationwide. The righteous servicemen who uphold justice in the military departments whenever opportunity becomes mature will launch army revolt, eventually securing a coup d'etat of CCP regime. The disintegration of CCP will occur in our generation and won’t be years or several decades later, but now!

Rise and take action, all Chinese people! Democracy, freedom and human rights have shone their first light of the dawn ahead!

God bless you. Try to get support from overseas chinese than a foreigner because it is better.
